[STDS-802-3-EPOC] Baseline proposal for subclauses 101.3.1, 101.3.2, and 101.3.3

Dear colleagues, 

 

Attached please find the baseline proposal for the text of subclauses
101.3.1, 101.3.2, and 101.3.3, including (respectively) introduction to EPoC
PCS, summary of the PCS transmit and PCS receive directions.
