[STDS-802-3-EPOC] Update to PHY block diagram from 10/2/13

Dear IEEE P802.3bn Participants,

The attached contained the updates to the CLT downstream transmitter block diagram that were made during the last conference call on 10/2.
There is also a start at a skeleton for the CNU upstream transmitter - very draft for now.
