[RE] Newest white paper release

The newest white paper release is available at:

This will be the basic for tomorrow's discussion.
I will then incorporate comments and provide change
bars from last weeks copy.

Its mainly the description of clockSync frames and
timer functionality that has change recently (oops,
I forgot to update the revision history. Next time.)

I assume Michael will copy this to the IEEE site
(hint, hint).
