Carlo Vote on SEC Rules Change Ballot

Disapprove with comments:

1) Need to include Interpretations as a Technical Issue (TIC1).

2) Change times for response (speed up further):
Letter Ballot should be 25, not 30 for electronic ballots.
Recirculation Ballot should be 10, not 15, for electronic ballots.

3) This still seems very complicated, with TIC1 and TIC2. Do I really need
these two separate categories? Solution: Combine TIC1 and TIC2 into a single
category, Technical Issues, and expland the scope to include more than just
drafts, interpretations, liaisons letters.
