Dear SEC

Please find a draft for a document we need to file this week at the FCC. The
document supports a petition that requests to add spectrum to IEEE 802
devices.

There are still areas to be worked on (marked by "stars").

In addition an attorney specialised in FCC items is reviewing the document.

I hope that you can support the request for filing that I will ask to you
via the 3 Wireless working groups.
