Mat,

Excuse me if I am misinterpreting the rules, but it seems to me as if your ballot deadline (Nov. 10) is such that this rules change can't be considered at the November plenary. Do you agree?

I am working from the rule that says "an Executive Committee letter ballot shall be conducted, to close thirty (30) days prior to the next Plenary Session." I interpret this to mean at least 30 days prior.
