My interpretation of Procedure 2 differs from yours.  The text is: "Submit proposed PAR and, if applicable, responses to the five criteria per 6.0 below to LMSC EC for approval prior to sending outside of the LMSC."
 
My reading:  After a proposed PARs is submitted to the EC for approval (at least 30 days in advance of the plenary session opening EC meeting) the proposed PAR may be sent outside the LMSC.  The procedure does not unambiguously require the PAR shall be approved by the EC before being sent outside the EC. 
 
My further interpretation is that a 'proposed PAR' must be approved by the EC (entering the 'approved PAR' state) in order to remain on the NesCom agenda.  If a PAR does not received EC approval, then it shall be removed from consideration by NesCom.

My reading of Procedure 2 proscribes what you suggest (for major projects).  By my reading of item 2, the Executive Committee must approve the PAR prior to sending it outside LMSC.  Pre submission by July 8 would therefore be in conflict with Procedure 2. but July 16 submission would not be in conflict.

No, the timing is not a problem.  Jodi won't pick up our input until she get's back to work Monday 19 July.  She'll process any changes that day and forward them to the members of NesCom.   
 
I just want to make sure we have all our input to Jodi before the end of the day Friday 16 July (I should have specified AOE instead of COB) to make sure Jodi has everything she needs on Monday.

Dear EC members,
 
This is note is for those WG chairs that have draft PARs up for review and approval next week. 
 
If you want your WG's draft PARs to be considered during the NesCom Continuation Processing Cycle (schedule as shown below), please make sure that Jodi Haasz, NesCom adminstrator, has copies of those draft PARs (make sure you use the online form) no later than COB Thursday 8 July so that she can process them on Friday, as she will be out of the office the  week of 12 July. 
 
I spoke with Jodi this morning.  We agreed that if small changes are made to the draft PARs as a result of our plenary session they would still be eligible for consideration as long as they are sent to her by the COB Friday 16 July.  She will incorporate those changes and send the updated, EC approved PARs to members of NesCom the Monday following our plenary. 
 
Paul ... won't this still present a logistical problem?  COB in Piscataway is 3 hours earlier than Portland where the EC will be meeting on Friday (plus the EC meeting doesn't end until 6:00, which adds another hour) ...
