Steve,

FYI, I largely concur.  I plan to leave the text in for now, but
depending on responses Monday will probably remove the text on
teleconference prior to the final ballot.

All,

        The working groups get a lot of work done during telecoms, but
there is never any voting during these telecoms.  I believe we have used
telecoms effectively for reviewing and discussing the rules changes.
However, we have not done any voting during these calls.

        I think we should make good use of telecoms; however, I don't
believe there is any need to vote during a telecom.  We can always run
an electronic letter ballot after the telecom.

I agree - I made my concerns pretty clear when the idea of having rules
change meetings by telecon was suggested - I believe that they are
basically an opportunity to disenfranchise participants from the
process.
