I'm afraid I have to vote Disapprove.
I think the change is far too complex and it includes way too much
tutorial information. Geoff doesn't have the information exactly
correct for MyBallot (it is done by selecting "Submit Invitation
Request". In addition, from my reading of the myProject specifiation,
the current concept of an invitation pool might change to being an
interest group.
The PAR specifies the method of balloting, and the invitation request
must be consistent with that, or there will be problems at RevCom. (I
guess I don't even see why I have the option to screw that up in
myBallot, other than: 1. allow initiation of an invitation while a
modified PAR changing method of balloting is in process; 2. it might be
too difficult to link to the PAR filed when the PAR form seems to change
annually.)
The time to decide mode of balloting is at or before PAR submission
time, not at the time of invitation. If someone wants to change the
mode of balloting after initial PAR approval, a modified PAR would need
to be submitted. If we want to make individual ballot clearly our
default mode of operation, I think all that is necessary is:
"The type of balloting specified at initiation of the invitation to
Sponsor Ballot shall be consistent with the approved PAR for the
project."
The right place to set the default mode of balloting is in 17.
PROCEEDURE FOR PARS. I would recommend inserting a numbered item 3:
"3. LMSC projects are balloted by individuals. No LMSC PAR may be
submitted to NesCom specifying any other method of sponsor balloting
unless approved in advance by the EC."

attached the P&P revision ballot for the existing text of Clause 7.5 to
clarify the membership requirements for Sponsor balloting groups.
This ballot closes on 21st April 2005.
