Pat, Please check with Mat Sherman on the specifics of exactly when to start the motion on rules changes. I'm pretty sure you can start immediately. As for the results of email motions prior to the March plenary session, they were in my opening EC presentation (attached), page 20, but they didn't survive the cut-and-paste into the minutes. Sorry, that was a erroneous assumption on my part. I have been through the March opening and closing EC minutes (which together approach 400 pages) and I can't find them there except for a report on the controversial international meeting one which I'm pretty sure wasn't the only motion we did in that interval.
