Hi Pat,  Thanx for your response.  To answer your questions:  Yes, all of the items with quantity zero were considered as part of several different configurations and were later removed from the BoM when better, more cost-effective solutions were adopted.  What you see in the final listing was ultimately judged to be the very best bang for the buck, thereby yielding the highest functionality and reliability for the amount invested.  

What the VeriLAN fees cover is all the extra time and effort involved in receiving, inventorying, setting-up, programming, testing, and preparing for shipping all of the new equipment so it will be ready for use in Denver.  Our current contract covers inventory, basic test &  maintenance, and shipping preparation for our existing equipment, but with this much new equipment it is an extra work-item for this time.  For future sessions it will be covered under normal contract.  They even agreed to discount the total amount of their fees by 50% to keep us within budget for this session.  I hope this answers all of your questions but if not just let me know what else you would like to know.  I think this is a very positive step forward for IEEE 802.  We need to be a showcase for how well these world-class standards can work, not an example of all the things that can and do go wrong.

In the way of follow-up to this thread...

I have today conversed with the IEEE Director of Tax Compliance (David Galicky)who confirms that this purchase is properly considered tax free. He agreed that having the equipment purchased and shipped to Oregon makes this the case. Moreover, he reasons that IEEE itself as a non-profit qualifies to be sales-tax exempt in Oregon and New York (as well as several other states).

There was another question about shipping charges: Shipping expenses for original delivery of the equipment to VeriLAN is not included in the BOM (as far as I can tell, Buzz correct me if I'm wrong). My estimate for such is on the order of $3,000 using FedEx (needed to make deadlines necessary for Denver). Our regular meeting budget allocates $3,100 for shipping to Denver.

Hopefully that answers those two questions.
