Pat, I totally agree except for one point: if IEEE is actually doing 500K downloads per year that is enough volume to support a $1 per download charge mechanism with existing charging methods. Paypal, VeriSign, Costco, and the other one I can't remember right now all do those volume type deals at very reasonable rates.
I suspect IEEE-SA made some sweetheart deal with a Credit Card service vendor several years ago that is now totally obsolete by today's Web Merchant standards. We'd actually be doing them a favor by getting them to trade-up to a better service provider. I believe the solution for Get802 Stds would also work great for doing WG drafts as well so you get 2 services for the price of one set-up. Such a deal !!! So if we make Get802 as easy as iTunes it could carry the whole load and we could get off the $75/attendee/plenary habit we've been stuck in for the last several years.
That should help us reduce our fees back to prior levels and still be able to afford great On-Site Network and Attendance Tracking services.

I realize IEEE doesn't have the transaction volume of Amazon or iTunes, but since outfits like Amazon can make money off of me buying a used book for less than 5 bucks including shipping and handling from a third party and iTunes can make money off downloads as low as a $1, there should be a way IEEE to allow a download at less than $25 fulfillment cost.
To the extent that processing costs for credit card purchases is the issue, there are also alternatives like PayPal.
I also agree with Tony's comments about increasing the 802 contribution to Get802. Our attendee base is contributing enough to IEEE standards expenses. Incits appears to get along on a lot less per attendee for administering standards efforts like T10.

No credit card processing facility that I have come across costs anywhere near $25 to process a payment. That may be *part* of the $25, but a very small part.
