Dear EC members,

Please find attached a liaison from ITU-R WP8A dealing with "Key
technical and operational characteristics for access technologies to
support IP applications over mobile systems".

The dates for submission of comments to WP8A and WP8F are contained in
the document. Comments meant for WP8F would need to be completed at the
November Plenary. Those for WP8A would be best completed at the March
Plenary but it may be possible to do so at the May Interim. 

Any response to the liaison will have to be presented to the RR-TAG
prior to being eligible for submission to the ITU-R.
