[802SEC] Liaison from ITU-R WP 8F to IEEE and WiMax Forum re Rec. M.1457

The liaison from ITU-R WP8F states:
" Issues regarding Document 8F/1065 (from IEEE)
· Attachment 1: ITU-R WP 8F considers the proponent for this submission to 
be "IEEE 802.16 Working Group on Broadband Wireless Access" and the 
"WiMax-Forum". Please confirm with an update to relevant Attachment 2 of 
8/LCCE/47 "

This statement is perplexing to me.  The document (the IEEE 802 contribution 
identified as 8F/1065 by WP8F) unambiguously states that the contribution 
was developed by IEEE 802.  Why would WP 8F consider the proponent of the 
submission to be anything other than exclusively IEEE 802?  Perhaps I don't 
understand the subtleties of the term 'proponent' as used by the ITU-R WP 
8F.  Roger--if you were at the WP-8F meeting, you may be the best position 
to explain.

Dear EC members,

Please find enclosed a liaison from ITU-R WP8F. In it they are asking
for a response regarding an input from IEEE 802 to their January
meeting. That document (Doc. 8F/1065-E) titled "PROPOSED NEW IMT-2000
TERRESTRIAL RADIO INTERFACE INTENDED FOR INCLUSION IN RECOMMENDATION
ITU-R M.1457" which was approved during the IEEE 802 November plenary,
is attached for reference.

I propose that a response be developed by 802.16 and 802.18 during the
March plenary. The next meeting of ITU-R WP8F begins 23 May in Japan and
there will not be sufficient time after the May interim to review and
approve a response..
