I disapprove.

A major reason for my disapproval is this:
"It could be provided in a single, burnable
CD-ROM image that contains all the material and would be accessible only
once burned to a CD-R." 
I don't think the inconvenience to all our members of burning their own
CDs so they can use the material is acceptable. Overall, it is better to
burn the CDs all in a batch and hand them out. 

I am also concerned that we don't know what external network load this
will cause - network access disruption during a meeting can severely hit
our meeting efficiency. Also, what do to recover if members find they
can't download due to network problems?

I am willing to change my vote - though not happily as I still think the
tangible CD is an advantage - if 
1. the downloaded standards are usable pdf files just as we get when
downloading from IEEE/IEL or Get802 without having to go to the step of
writing them to a CD (having them packaged in something like a zip file
openable for extraction would be acceptable) and
2. the download is done with local bandwidth or it can be shown that the
additional bandwidth for download (x Mbytes times number of attendees)
won't substantially effect our external connection.

Approve.

In terms of implementation I think the user should have the option of
downloading either all the files or just select files of interest.  I
also would hope that it would NOT be in a format that then needs to be
written to a CD, as I think I saw in one email.  A simple FTP server
with all the files would likely work just fine.
