In support of the prospect for logistical and financial nightmare...
I have some numbers that could scope the financials for bus service. I
rented a bus for the HSSG et al trip from ITU HQ to CERN and back in June.
That was Geneva, not Rome but I think it would be close enough for this
discussion. One bus for taking the trip to CERN and back would be (I am
assuming) equivalent to what we would pay for morning or evening bus
service from Rome center to the hotel.
The Swiss bus, capacity 50, cost CHF 309.-
My estimated cost is on the order of $63K

If you don't like my numbers you can do your own
BUT I think we have to admit that we're looking $50K or more for busses
AND even then it will be an unsatisfactory situation
Past plenaries with short bus rides between buildings were unhappy in outcome
Rome traffic is legendarily awful.
