All:

Pat continues to be uncomfotable with the entity proceedure that you have seen. Pat had a number of questions which I will try to answer.

1-The investigation that is refered to in the proceedure includes informing
any individual that another has requested that their affiliation should be changed. 
2-Pat asks about and individual requesting a move to an entity that was not part of the sponsor ballot when it closed although the individual was part of the ballot group. It is my view that this would not be allowed because this would be contrary to the 802.20 membership and voting rules that this Sponsor Ballot was to be patterned after.
3-The final question that Pat had is will the proceedure be applied to the sponsor ballot in progress The answer is yes.

Arnie, 

I had questions about the change of affiliation procedure which you seem 
to have missed. Here they are again: 

There is currently a recirculation ballot in progress that will close 
before the procedure is approved. Is the intent for it to apply to the 
recirculation in progress? 

The request can be made by an individual A in the ballot pool regarding 
the assignment of individual B in the ballot pool. I would think in that 
case, individual B should be informed of the request and have a chance 
to respond, but the procedure doesn't say anything regarding this. 
Perhaps the intent is to cover this under the investigation and 
consideration by the OC, but I think it should be explicit. 

The text appears to cover moving an individual from one current bloc to 
another current bloc. Is that the only type of move permitted? What if 
someone changes employment to an entity that isn't currently represented 
in the 802.20 sponsor ballot pool? 

If a move is from or to the consultant/independent bloc, who qualifies 
as a representative for the bloc?

Pat and Geoffs comments have been addressed. I am attaching the revised 
motion. Item 4 of the motion refers to the staw poll as a suvey not a 
vote, it also states that the survey will be done openly. However those 
comments were addressed to the motion on a voting proceedure which 
opened on 06 March and closed on 16 March. You have already voted 
Approve in respect to that proceedure. This motion is in regard to the 
handeling of requests for a change in affiliation in the middle of a 
sponsor ballot. There were comments by Bob and Mike Takefman on this 
proceedure. All of theur comments have been incorporated. I am attaching 
the revised proceedures for voting and the handeling of affiliation 
change to this E-mail.
