[802SEC] 802 back ground for the proposed Recording Secretary

Dear EC members,

James Gilb briefly described his 802 background during the opening EC
meeting--below is the text version. He is affiliated with SiBEAM.

Please take time this week to meet with James in order to get a better sense
for his qualifications to fill the role of the Recording Secretary.

Regards,

--Paul
