Mike,

This document refers to "ITU-R Recommendations approved by WRC-03". I wasn't aware that a WRC was authorized to approve ITU-R Recommendations. Could you please confirm the accuracy of the statement?

Also, the document refers to "overturning existing regulatory approvals." I don't know exactly what the report is recommending to overturn. If the only issue is the possible "departure" from ITU-R Recommendations, then I am concerned that this language is not accurate enough.
