[802SEC] 802.1 PAR maintenance actions

As required by the 48 hour rule, I have posted the following items which I will submit for
consideration and approval at the closing EC:
The first was initially circulated as a PAR extension request; however, we have realised
that there is also a need to change the Purpose text (the original Purpose was
inappropriately worded), so this has been changed to a PAR modification request:
