The independent evaluation groups have already been formed and registered with the ITU-R. The ITU-R web site (http://www.itu.int/ITU-R/index.asp?category=study-groups&rlink=rsg5-imt-advanced&lang=en) lists 14 evaluation groups at the bottom of the page. The names of the groups pretty well describe their constituents.

Thanks for the update. This is a significant accomplishment for 802.16 and
802.18, congratulations. I have questions--how are 'independent evaluation
groups' formed and have such groups already been formed? If yes, who are
