[802SEC] comments on 802.21 Single Radio Handover PAR for consideration at Nov (Atlanta) Plenary

Thanks for the information. Upon reading the PAR and 5C it occurs to me that the 'Single Radio Handover' title is not correct for this PAR as it doesn't accurately reflect the proposed functionality. It should be something along the lines of 'One Radio Transmitting at a Time Handover'. Do you agree?

It concerns me that the draft PAR has been considered by few members for a short time. It seems to me that the 1st and only time the draft PAR was discussed was at the Sept09 interim session where relatively few WG members had an opportunity to understand the draft PAR and vote on it. Don't you think it would make sense to give more WG members a chance to consider the draft PAR and provide feedback on it?

(I tried to figure out what the WG membership size is from the attendance spreadsheet on the website, but couldn't. Please send me a simple list of the WG members names and affiliations.)

The 802.21 WG passed a motion in September meeting to approve the below PAR and 5C and forward it to 802EC for consideration in Nov-2009 meeting.
The WG vote was 6/0/1.

The submission deadline for the December NesCom meeting (Oct-19) occurs
prior to the November 802 EC meeting.
Hence I intend to pre-submit these draft PARs to NesCom with the
understanding that if the EC does not approve this PAR, it will be
withdrawn from the NesCom agenda and if there are any changes to the PAR
text during Nov plenary they will be communicated to the NesCom
administrator following the November EC meeting.
