802.15.1 Reaffirmation to RevCom (passed WG 43/4/4)- see presentation for

802.15.4 Revision PAR to NesCom(passed WG 40/0/0)- PAR was additionally
modified from what was circulated on Wednesday to accept all comments
received. see presentation for detail. Scope and Purpose now match the
original 15.4 PAR plus completed amendments. Need is used to highlight
critical dependencies per commentors recommendations. Current version of
