I also have not seen an announcement that a ballot has begun. What you sent earlier did not contain a motion which probably would state that we are approving these as required by our Operations Manual 9.2.1 Procedure for Communication with Government Bodies; IEEE 802 LMSC Communications. 

Also, I think we need the cover letter text in order to vote on this. IEEE 802 LMSC communications are required by our policy to state that they are the view of IEEE 802 LMSC in their first paragraph. In the case of these documents, that would have to be in the cover letter and or in a note inserted at the beginning of the documents.

I didn't understand that there was a ballot underway.

Normally, a ballot begins with an announcement with a stated motion, a mover, and a seconder. And normally there is a statement that the ballot has been authorized by the LMSC Chair.
