After the discussion during the Rules AdHoc, there were some minor changes
made to the proposed document.
I have posted R1 which is ready for discussion and approval this week.
I have an agenda item for Monday to introduce the topic, and then on Friday
an agenda item to approve the proposal is scheduled.
