[802SEC] Final versions of PAR and 5C for 802.11 Fast Link Setup (nee FIA)

Dear EC,

The 802.11 FIA study group provided a PAR & 5C for review by 802 WGs. (In the future this project will be referred to as the Fast Link Setup .)
We received comments on the PAR and 5C from only 802.11. The result was one editorial change to the PAR.
The final versions offered for consideration during the closing LMSC plenary on Friday are available at the links below.
