[802SEC] Forwarding of P802.1AS to RevCom

The P802.1AS Sponsor recirculation ballot has closed. Three of the
outstanding Disapprove voters have flipped their votes to Approve, leaving 2
outstanding Disapprove votes. There have been no additional comments
accompanying Disapprove votes. One comment was received accompanying an
Approve vote; however, this related to a misunderstanding of how the
myBallot interface presented the additional files accompanying the ballot,
and does not require any action to be taken relative to the draft.
As there is no need to perform the final "no changes" recirculation allowed
for in the plan presented to the closing EC, I believe that the requirements
for conditional approval have been met for this project, and I have
therefore submitted this project to RevCom.
