[802SEC] 15.7 PAR mod for action in Singapore

All-

Attached is a PAR modification for 15.7 for consideration in 
Singapore.  This corrects verb tense issues in the scope and purpose, which 
escaped NesCom review when the PAR was first approved, so that they match 
what will appear in the Standard.  The draft is currently in Sponsor Ballot 
and is expected to complete in time for the June RevCom meeting.  This ties 
up a loose end ahead of that.

For obvious reasons the 5C has not changed.
