Same answer from me. If the group does not intend to include the scope,
then there is no need to fix it in the PAR.
Unfortunately, there is no way to indicate this in the PAR form. It
would be nice if you could mark them as not to be included in the draft.
It wouldn't hurt to make the suggested changes either.
