I didn't write down the exact vote but it did pass and you're correct that the NesCom reco will be a fairly terse "approve" but it will not be on the SASB consent agenda.
I believe the bulk of the NesCom members concluded they were witnessing a turf war between 802 and Dyspan for which there was not much sympathy and that NesCom does not have the authority to modify a sponsor organization's scope statement. With NesCom playing a "purely" administrative/procedural roll all they could do is note the concerns and pass them on to SASB for consideration.

For all their thrash, what was the final vote and recommendation?
Will the NESCOM recommendation be the simple default?
I.e. a simple call for approval on the consent agenda?
What was the vote in NESCOM?

NESCOM minutes are normally quite terse on these matters and do not 
reflect the discussion.
What went on?  What were the issues and how were they dealt with?
