[802SEC] Forwarding of P802.1Qbc and P802.1Qbe to RevCom

EC Colleauges -

The Sponsor recirculation ballots for these two projects closed on the 26th
April; in both cases, the ballots resulted in 100% approval, and there are
therefore no unresolved Disapprove votes or comments. In the case of
P802.1Qbc, no additional comments of any kind were received during the
recirc. In the case of P802.1Qbe, one editorial coordination comment was
received, stating that the draft meets all editorial requirements; this
requires no further action from the working group. That being the case, I
will be submitting both projects to RevCom in accordance with the
conditional forwarding approval granted in the March closing EC meeting.
