Hi Jon, Actually, I don't think any of those are correct statements,
since none of those are actually authorized to sign on behalf of the sponsor
(by IEEE or IEEE-SA). The IEEE has only authorized IEEE-Procurement to sign
the contracts. The IEEE-802 representative only signs to indicate to the
IEEE-Procurement staff that 802 is satisfied with that draft of the
agreement. The 802 signature does not bind IEEE in any way, only they can
do that.
