My personal belief is that the requirement is for an Excel spreadsheet to work on popular and/or freely available platforms. I don't envision this to be any different than the need to test web pages on several browsers.

Open Office does read and write Excel format spreadsheets.
Hopefully you haven't done anything within Excel that the Open Office folks have not provided for.

I would also be happy to take a pre-release look at the spreadsheet and see if I can help define any obvious problems. The best solution (of course) would be to have an Excel formatted form that works well on either platform so that we do not have to burden the users with the concern of which platform they well use.

The original request was to allow MS Excel.  We just tested and OO does
not work properly.  I will discuss with the developers to determine if
this is something that is an easy fix or if we need to develop a new OO
formatted form.

One question:
What are the various spreadsheets/versions that this has been/(will be)
tested against?
The one(s) that I am particularly interested in is:
      OpenOffice 3.4.0 running on a MAC
      (I believe that Dr. Gilb runs OOo on a PC)

In addition to the CSV download, provide the commenter the ability to
download a MSExcel comment spreadsheet that has the following:
* data validation to the MS Excel spreadsheet (only allow ASCII

set)
*validate number fields to allow numerals and/or Roman numerals
* data validation messages.
* Turn off auto correct.
* Only allow ASCII character set

RESOLUTION:
* Developers have added data validation to ballot XLS spreadsheet as per
proposed resolution
* Generate a XLS spreadsheet for myBallot comment import which includes
similar data validation as the previous ePoll XLS
* The ballot name and close date are included in the spreadsheet header.
* Ensure subclause is a single item which allows numbers, dots, and
alpha
characters.
* Line and page number now accept Roman numeral values.
