A quick workaround for entry is to save it as .ods, then it ignores the validity setting.
However, I have never heard of Roman numerals for line numbers. Does that really happen? Probably the line number column should be simply checked for whole numbers.
Apparently the issue is that OpenOffice does not support the "Custom" form of Data Validation.

You know that I have been a long-time advocate of getting these problems fixed
but I think this release violates the primary principle of:

"First of all, do no harm."

I know it is an unintended consequence, but I think this change will
disenfranchise a number of voters.
I find two versions of the spreadsheet to be a highly distasteful solution.
As a perhaps more palatable solution, is there any way that we could have just
one spreadsheet but perhaps:
- Have a macro that would disable the error checking
or
- Have a 2nd sheet that has no error checking (and the user could select which
sheet to use)
??

In any case, the information that was displayed to me regarding the format entry
rules for that particular cell was most valuable. It is a great step up from the
mysteries of the older version (although I am guessing the concise rule shown
would not prove complete under real world use).

 My personal belief is that the requirement is for an Excel spreadsheet
 to work on popular and/or freely available platforms.
 I don't envision this to be any different than the need to test web
 pages on several browsers.

 Open Office does read and write Excel format spreadsheets.
 Hopefully you haven't done anything within Excel that the Open Office
 folks have not provided for.

 I would also be happy to take a pre-release look at the spreadsheet and
 see if I can help define any obvious problems. The best solution (of
 course) would be to have an Excel formatted form that works well on
 either platform so that we do not have to burden the users with the
 concern of which platform they well use.
