Hi Geoff,

While I know you are aware of this - for the benefit of others that are CCed that may not be - IEEE-SA RevCom acts in an advisory capacity to the IEEE-SA Standards Board by making recommendations on the approval or disapproval of standards submitted for IEEE-SA Standards Board approval or adoption. Hence, since RevCom only acts on submittals to RevCom, and IEEE P1905.1 is yet to be submitted to RevCom, I assume what you are suggestion is what you would advocate, should IEEE P1905.1 be submitted to IEEE-SA RevCom, assuming the IEEE P1905.1 Working Group doesn't do what you suggest. While I can't speak on behalf of RevCom, I'm personally happy to forward this email to the IEEE P1905.1 Working Group Chair as you request.

Unless the recirc is a full 30 days and includes the full scope of the 
draft I would suggest an action at RevCom to:

Require a 30 day recirculation of the draft whose scope is the entire draft
on the basis that materially interested parties and IEEE standards projects
were denied access to participation on the original Initial sponsor Ballot.

I have copied the EC on this.
Please forward this to the Working Group Chair.
