If the next time we see a draft is when the recirculation ballot is opened
AND
The scope of the recirculation is limited to the changes, etc.,
THEN
our only recourse is to:
- Give up
- Limit our criticism to the areas strictly within the scope of disapproves from a balloting group that lacked openness - Try to force an additional recirculation of the scope that I recommended via RevCom & the SASB - Submit our comments that are out of scope and just hope that a group that has been hostile to outside input will just roll over. - Try to negotiate the ability to change a draft with the WG when they're ready to go to RevCom
(a position of considerable weakness on our part)
- Try to get SASB to turn it down altogether (fat chance)

This set of choices would seem to be bad for the future of a) their standard in terms of its chances for success or b) our standards should they succeed. Most likely it would be a combination of the two which would just confuse the market.

Perhaps the bluntness of my analysis does not aid your efforts "on improving the interaction" for that I beg your forgiveness for my lack of diplomatic language. That, however, is the situation as I see it from this distance.

You got it.
Further, I would hope that you (as well as anyone else from 802 on
RevCom) would push back on the P1905.1 submittal to RevCom if they don't
provide the appropriate remedy for their lack of openness to date. I
would hope that the members of RevCom would put forth and support my
suggestion (or an appropriate equivalent) as the RevCom recommendation
for the P1905.1 submission.

Unless the recirc is a full 30 days and includes the full scope of the
draft I would suggest an action at RevCom to:

Require a 30 day recirculation of the draft whose scope is the entire draft
on the basis that materially interested parties and IEEE standards projects
were denied access to participation on the original Initial sponsor Ballot.

I have copied the EC on this.
Please forward this to the Working Group Chair.

At the IEEE 802.3 July plenary I reported that the IEEE 802 Executive Committee was working on obtaining access for IEEE 802 participants to the IEEE P1905.1 Convergent Digital Home Network for Heterogeneous Technologies draft due to potential interest in the draft. I've now been informed that the P1905.1 draft is now available via the IEEE Get Program at the URL<http://standards.ieee.org/getieee/P1905.1/download/P1905.1.pdf>. Please note that this draft is the May 2012 draft which recently completed initial Sponsor ballot, a draft based on the comments received for Sponsor Ballot recirculation is currently being developed and I will send an update email when I am informed of the availability of that draft.
