[802SEC] 802.21 PARs and 5c For Consideration during the Novemver 2012 Plenary

Dear EC Members,

With this email, 802.21 is submitting two PARs and  a 5C for consideration at the November, 2012 Plenary Session.

#1: P802.21 Revision PAR: Standard for Local and metropolitan area networks -- Part 21: Media Independent Handover Services Framework

5.2  Scope of the Project:

This standard defines an extensible IEEE802(R) media access independent services framework that enables the optimization of handover and other services (e.g., discovery) between heterogeneous IEEE 802 networks. It also facilitates these services when networking between IEEE 802 networks and cellular networks.

5.5 Need for the Project:

IEEE Std 802.21-2008 needs to have a revision initiated by the end of 2012 to allow consideration of future amendments per standards board policies. It is expected that this revision will include the merge of IEEE Std

802.21a-2012, parts of IEEE Std802.21b-2012, IEEE Std 802.21c-201x and IEEE Std 802.21d-201x and allow to split the media independent services specified in IEEE std 802.21-2008 to 802.21.1.

Complete PAR document is available at: https://mentor.ieee.org/802.21/dcn/12/21-12-0088-02-0000-p802-21-revision-par.pdf

WG voted to approve this PAR during September Interim meeting by 9/0/0

#2: P802.21.1: Standard for Local and metropolitan area networks-- Part 21.1: Media Independent Services

5.2 Scope of the Project:

This standard defines extensible IEEE 802(R) handover and other services (e.g., discovery) that are used in conjunction with the Media Independent Services Framework.

5.5 Need for the Project:

This project will transfer the Media Independent Services specification (e.g., Information Service, Command Service and Event Service) from IEEE Std 802.21-2008 and its amendments to the new standalone standard IEEE Std 802.21.1. Such a split will result in more practical use of the Standard since not all use cases require all functionalities in std 802.21-2008. It will also expedite the ongoing amendment activities and maintenance of the specification for future use cases. To assure that the media independent handover services remain specified by an IEEE 802 standard, the revision and this new standard are co-contingent. In addition, this will also allow the specification to incorporate new services (e.g., Discovery) for better user experience.

Complete 5C document is available at: https://mentor.ieee.org/802.21/dcn/12/21-12-0126-00-0000-proposed-802-21-1-5c.docx

WG voted to approve this PAR  and 5C during September Interim meeting by 9/0/0

The PAR and 5C drafts will be submitted to NESCOM December 2012 continuous processing agenda  (since the deadline  is October 15, 2012) pending IEEE 802 EC  approval at the November Plenary. Should the IEEE 802 EC not approve the submission, it will be removed from the NESCOM December continuous processing agenda.

Regards,

_Subir Das

Chair, 802.21 WG
