[802SEC] Updated New Smart Grid Standards press release, closing EC motion

I have updated this press release to reflect changes requested by Roger and to add 802.22.2 as requested by Apurva.
I will be bringing the following motion to our closing plenary. I am further requesting that it is put on the consent agenda.

The EC supports the press release titled "NEW IEEE STANDARDS FOR WIRELESS DATA NETWORKING DESIGNED TO HELP UTILITIES MODERNIZE COMMUNICATIONS INFRASTRUCTURE FOR SMART GRIDS", with editorial changes as deemed necessary.
