[802SEC] Package of Smart Grid standards



Dear EC members

In keeping with our scope of developing documents "that describe the application of 802 standards to Smart Grid applications.", the 802.24 TAG approved the following motion during our Wednesday meeting:

Motion to endorse doc 24-12-0027-01 as the group of standards for Smart Grid network applications and request the EC to approve and forward to IEEE SA to be posted on appropriate IEEE Smart Grid web site; 802.24 chair is empowered to make editorial changes and corrections

It was pointed out to me that the name of the file used the term "SUN" for smart utility networks, which can be viewed as favoring 802.15.4g over other standards. Hence, as part of the editorial changes, I changed the file name and re-posted it to mentor as 24-12-0033-00 with formatting changes.

Note: Since this document is posted publicly, I have placed a watermark on it that says "Unapproved draft" to avoid confusion.

I will be asking for the following motion at the closing plenary:

This motion is being proposed using the process for public statements for standards in the IEEE 802 Policies & Procedures (subclause 9.3)

The IEEE 802 EC endorses document 24-12-0033-01 as a group of standards for Smart Grid network applications to be forwarded to IEEE-SA for posting on the appropriate IEEE Smart Grid web site, with editorial corrections as necessary.

For your reference, the relevant section of the P&P is:

9.3 Public statements for standards

All Sponsor public communications shall comply with the policies of the IEEE-SA Standards Board Operations Manual.

Sponsor public statements shall not be released without prior approval of the Sponsor. Sponsor public statements shall be identified in the first paragraph of the public statement as being specifically the position of the Sponsor. These statements shall be issued by the Sponsor Chair. Such statements shall not bear the IEEE, or the IEEE-SA logos.

In the SA OM, we have the following requirements:

Each statement shall clearly identify the group creating this statement in its opening paragraph, and shall include in that paragraph, or a footnote thereto, the exact sentence that "this document solely represents the views of name of group and does not necessarily represent a position of either the IEEE or the IEEE Standards Association." If the public statement addresses safety, that statement shall be reviewed and approved in writing by IEEE legal counsel prior to issuance.

Upon issuance of all such public statements, electronic copies shall be sent to the Secretary of the IEEE-SA Standards Board and to the Secretary of the IEEE-SA BOG.

The first paragraph of the document says:
This document solely represents the views of IEEE 802 and does not necessarily represent a position of either the IEEE or the IEEE Standards Association.
