[802SEC] Sponsor approval for 802.3 WG Chair to submit IEEE P802.3bk draft D3.1 to RevCom

I approve the forwarding of P802.3bk D3.1 to revcom. Good work by the
802.3WG, as always.

Hi Paul,

The last paragraph of Clause 13 'Procedure for Conditional Approval to
Forward a Draft Standard' states that 'Submittals may be forwarded to
RevCom without Sponsor Approval or Conditional Approval in order to
meet the submittal requirements for the next RevCom meeting, provided
that the Sponsor Chair first notifies the Sponsor email reflector that,
in the Chair's view based on the complete RevCom package, there is a
reasonable expectation that the submittal will be approved by the
Sponsor before the RevCom meeting. If it becomes apparent that approval
will not be completed, the submittal shall be withdrawn from the RevCom
agenda as early as possible.'.

Based on this provision I am requesting your approval as the Sponsor
Chair to submit IEEE P802.3bk draft D3.1 to RevCom in time for the
August 2013 submittal deadline of 12th July 2013. As you will see in
the email below I have just announced that we are now at 100% approval
on this draft. We have received a total of four comments
<http://www.ieee802.org/3/bk/comments/8023bk_D31_proposed.pdf>. One is
an Editorial Coordination comment that reads 'this draft meets all
editorial requirements'. The remaining three comments are Editorial and
while you will see the proposed responses are that the comments will be
passed to the publications Editor for consideration during preparation
for publication we have already confirmed with Michelle that she
considers them editorial.

The full submittal package is attached.

Sponsor recirculation ballot updated results

Dear Colleagues,

I wanted to update you on the ballot results of the 1st Sponsor
recirculation ballot on the Amendment IEEE P802.3bk Extended Ethernet
Passive Optical Networks. We received a ballot flip from the final
disapprove voter after the close of ballot. As a result of this the
ballot statistics are now:

   81 Voters
   62 Approve
    0 Disapprove
    5 Abstain
   67 Ballots returned

   82.72% Response Rate (>= 75% required)
    7.46% Abstain Rate (< 30% required)
  100.00% Approval Rate (>= 75% required)

Based on the above results, and after consultation with the IEEE
P802.3bk Task Force Chair on the proposed responses to the four
editorial comments submitted

be seeking the approval of the IEEE 802 Sponsor Chair to pre-submit
IEEE P802.3bk/D3.1 to RevCom to meet the submittal deadline of 12th
July 2013 for the August 2013 RevCom meeting. This submission however
will require all the normal approvals at the IEEE 802 plenary next
week. Hence I will request this pre-submission to RevCom on the basis
that should it be determined that the IEEE 802.3bk draft requires a
recirculation, or should the submission to this RevCom meeting not be
approved, I will remove IEEE P802.3bk/D3.1 from the August 2013 RevCom
agenda.

Extended Ethernet Passive Optical Networks closed successfully on 18th
June 2013. The ballot exceeded the required 75% for consensus to
approve the draft. The July 2013 IEEE P802.3bk Task Force plenary week
meeting <http://www.ieee802.org/3/interims/index.html> will consider
the 4 comments submitted and determine changes to the draft as
appropriate. The availability of the comment database will be announced
on the IEEE P802.3bk Task Force reflector.

The ballot statistics are:

   81 Voters
   61 Approve
    1 Disapprove
    5 Abstain
   67 Ballots returned

   82.72% Response Rate (>= 75% required)
    7.46% Abstain Rate (< 30% required)
   98.39% Approval Rate (>= 75% required)
