We could change it to "is considering the establishment" and with Mike's editorial license, could he update it to the actual status following the close of the meeting?

That is not an existing study group and when we pass the consent agenda, we will not yet have agreed to creating any study groups so a communication stating that we "will" form a study group on the topic shouldn't be approved until after we have approved the study group. Furthermore, there isn't any study group by that name on the agenda so it seems this statement is forward looking to November.

Please make the statement more accurate. If the expectation is that the group will be started from the November plenary, make the statement less definite.
