Dear EC and RR-TAG, It should be no surprise to any of us that the ITU has an “interest” in the internet and the IoT. Andrew Harris of the US State Department has asked that the
link below be shared with anyone interested in internet issues “in the US or beyond”. Unfortunately none of the response dates to the US Government listed here fit our meeting schedule. Responses to those deadlines would need to come from individuals or individual
companies. However, in his initial email below, Andrew does make reference to a March ITU Council meeting (yellow highlighting is mine) which may lead to an open, online
consultation in the Spring of 2014. I think it is appropriate that the RR-TAG examine this opportunity at their January and March meetings and report back to IEEE 802 what questions, if any, are developed at the ITU’s March meeting that may be of interest. I foresee this item being on the 802.18 agenda for at least the next three meetings. Glad to discuss in Los Angeles. Colleagues, The most recent meeting of the Council Working Group on Internet-related Public Policy Issues invited all member states to respond to the following question: "Recognizing the scope of work of ITU on international Internet-related public policy matters, represented by the list of topics in Council Resolution 1305 Annex 1 which was established
in accordance with decisions of ITU membership at the Plenipotentiary Conference, the Council Working Group on International Internet Related Public Policy invites Member States to provide their position on following question: Q1. What actions have been undertaken or to be undertaken by governments in relations to each of the international Internet-related public policy issues identified in Annex 1 to
Resolution 1305 (adopted by Council 2009 at the seventh Plenary Meeting)?" During the meeting, the United States strongly advocated for the question to additionally be posed to all stakeholders via online consultation. While we had support from many in the room, there ultimately was not consensus on this matter.
The activity of governments responding to this question will be made public on the ITU website,
and the group agreed to conduct an open online consultation next spring based on questions developed in the coming March meeting. Because the United States firmly believes that the role of governments in Internet Governance should not be debated or determined by governments alone, we welcome your input in crafting the United States’ response to the question above.
We will hold an ad hoc ITAC meeting on Monday, December 9, 11:00-12:30 to receive the input of interested stakeholders. Please RSVP to
harrisar@state.gov if you are interested in joining that meeting.
We also welcome your input in writing by Friday, January 10.
