Re: [802SEC] +++ 10-day EC Email Ballot +++ Scope change of IEEE 802.24 and process for adding Task Groups for new areas of interest

James-

It occurs to me that there is a huge gaping hole in the proposed scope of your work.

That would be:
"What actually is 'the service' that we as 802 offer to upper layer applications?"
More precisely, there are a lot of implicit assumptions that one faces when using 802 standards for communications services.
To the best of my knowledge:
	- Those implicit restrictions which apply across 802 are not cataloged
	- Implicit restrictions which differentiate the upper layer services between 802 standards are not catalogued
(Hopefully in a feature chart like manner)
It would be of great value to both 802 and the application community to have such a document,
hopefully to assist applications folks in choosing the correct 802 standard for their forthcoming application
AND
for assisting 802 in future work to overcome those differences.
(with the possible goal of someday actually achieving the MAC transparency that was the original promise 802)

Good luck

	Geoff Thompson
