I think so especially since one of the major apps for 15.4 is supporting IoT networks

I received the following from Soo Kim regarding IEEE P2413? Working
Group (WG), Internet of Things (IoT) Architecture.  This is an entity
based project under the CAG and so for working group membership, the
entity needs to be "at a minimum, a Basic Corporate Member of the
IEEE-SA to attend as an observer"

Soo had indicated that an interested party/entity can attend one meeting
as an observer without joining.

Also, note, attending the first meeting may allow an observing entity to
obtain voting rights by indicating ones interest to be a voting member
to the sponsor and fulfilling the membership requirements as specified
in IEEE-SA Standards Board Bylaw and WG P&P.
