The problem back then was related to DMARC, and Yahoo's change to a reject policy.

IT departments globally -- to say nothing of mailing-list software developers -- were caught flatfooted and scrambling to come up with work-arounds that didn't screw up MUAs as a side effect.  If you're having a problem with lost mail, the best recourse is to open a ticket with IT and have them track the thing via message-id hop by hop through the system until the problem is found.  It might be DMARC-related, it might not.

when we were told that Google and Yahoo have incompatible configuration settings
that makes it so DL expansion is unreliable.

I suppose that I will have to dig into my archives and dig out the details.

What I remember from the last time was that everybody aground that "it shouldn't work that way" but it did and no one was willing to change.

As I remember, Walter said that it was something that ListServe could fix but had no plans.

It seems that I have fallen off of the EC reflector again.
I apologize for missing this morning's meeting but I missed all of the lead-in mail traffic about it.
I did not look at the e-mail archive until just now.
I see lots of mail that I (unfortunately) did not get.
 
This situation is really unacceptable for an address that is within the ieee.org domain.
