I vote Disapprove.
On one hand, the draft (which, by the way, I believe should not be circulated without being labeled as a draft) says that "IEEE RA is the exclusive registration authority for the ISO/IEC 8802 series of international standards." On the other, it says that "it has been the practice to define the necessary network resources and the corresponding registration authority on a standard by standard basis. In many cases, the network resources are allocated by the Working Group." These two statements could be understood as contradictory. The response should explain why they are not.
Since the comment referred to OID, the response should point to Clause 10 of IEEE Std 802. Also IEEE 802 should capitalize "EtherType" correctly.
Also, as always, I believe that motions endorsing liaison communications should specify the procedure under which approval is sought, since it's often hard to tell and since the procedural requirements differ.
