A known feature of resweb is that if you any day in the range you enter is unavailable it says there are no rooms available at all.
I found the early bird rate only availave 12 through 17 July as of 2pm PDT this afternoon. I was able to book at the EB rate for those dates.

The Hilton Waikoloa Village welcomes the July 2015 IEEE 802 Plenary
The July 2015 IEEE 802 Plenary Session is taking place at the Hilton in Waikoloa, Hawaii USA.
Session Dates are Sunday July 12th to Friday July 17th, 2015.
Participating IEEE-802 Working Groups: 802.1, 802.3, 802.11, 802.15, 802.16, 802.18, 802.19, 802.21, 802.22, 802.24 and the EC Study Group on Privacy Recommendation.

Registration Fees & Deadlines
Early: Before 6:00 PM Pacific Time, Friday, May 22, 2015(UTC Time: 1:00 AM Saturday, May 23, 2015)* $US 500.00 for attendees staying at the Hilton Waikoloa Village* $US 800.00 for all others (including local attendees not staying at the group hotel)
Standard: After Early Registration and Before 6:00 PM Pacific Time, June 30, 2015(UTC Time: 1:00 AM Wednesday, July 1, 2015)* $US 600.00 for attendees staying at the Hilton Waikoloa Village* $US 900.00 for all others (including local attendees not staying at the group hotel)
Late/On-site: After 6:00 PM Pacific Time Tuesday June 30, 2015(UTC Time: 1:00 AM Wednesday, July 1, 2015)* $US 800.00 for attendees staying at the Hilton Waikoloa* $US 1100.00 for all others (including local attendees not staying at the group hotel)

Registration Fee Includes
The registration fee covers the network/internet services, AV equipment, power hook-ups in the meeting rooms, lunch service, morning and afternoon refreshments, the Wednesday evening social, the “Get 802” fee, as well as meeting services and supplies. The combined hotel room stays of attendees is used to offset the cost of the meeting. For this reason anyone attending the meeting who is not a registered guest at the meeting hotel will not be eligible for the hotel discount.

Registration Payment Policy
Registration is available through a secure website and requires a valid credit card for the payment of the registration fee, cash and checks are NOT accepted for registration.Any individual who attends any part of a meeting that is a scheduled part of an 802 Plenary Session must register for the full session.Session registrations are not transferable to another individual or to another interim session.
Group Hotel Registration Policy
The combined hotel room stays of attendees are used to offset the cost of the meeting. For this reason, anyone who is not a registered guest at the Hilton Waikoloa for one or more nights is not be eligible for the hotel discount.
The correct registration fee must be paid prior to receiving your badge, which permits entrance to scheduled meetings.
Cancellation PolicyIf you register for an IEEE 802 Plenary Session and then are unable to attend, you must request cancellation of your registration before the cancellation deadline to be eligible for a refund of all or part of the fees paid.Cancellation requests must be made either by submitting an online request at http://802world.org/plenary or by submitting an email request to: email@example.com
