Re: [802SEC] WG P&P updates and AudCom response

Hello James,

On 1.0.3 Hierarchy. I agree with the comment. The LMSC OM should be included only with a note that it is inferior to the WG P&P. The point is that the LMSC OM is not audited, and so should not be superior to a document that is audited, otherwise it might contain statements that contradict
unchangeable text in the WG P&P.

This should not matter, because the content of both documents is under control of the lMSC.

On 6.0. I disagree with the comment. The principle of openness is that everybody has
equal access. It applies in the LMSC case, because everybody can equally follow the process
for gaining membership. However, I've never seen an 802 chair say "you're not a member,
you can't speak", so we lose nothing if we cede this ground.

6.1 May turn in to a big fight. But we should stick to our guns.

Best Regards,

Subject: [802SEC] WG P&P updates and AudCom response

Dear 802 community

It is that time again. Time to discuss rule changes (Yeah!).

In our last episode, approval to changes to the IEEE 802 Policies and Procedures triggered a review of our Working Group Policies and Procedures by AudCom. While the plucky band of 802'ers have a really cool and froody WG P&P, it didn't match the current AudCom baseline.

Much mirth and adventure followed as we developed a new and improved version of the WG P&P (v17.3) which was submitted to AudCom (and received a quick review). In a bizarre twist, not all of the mangling that we did to the baseline was accepted by the AudCom reviewers.

Our mission now, should we choose to accept it, is to look at the AudCom reviewer's comments and decide what, if any changes will be made to the WG P&P. To update same and re-submit.

Proposed update to the IEEE 802 WG P&P have been uploaded and may be found at:
http://www.ieee802.org/PNP-development.shtml

There you will find links to:
  - Proposed Working Group P&P using December, 2013 baseline v17.4
     o comparision with v16 (current WG P&P)
     o comparison with 17.3
  - Summary of changes to WG P&P version 6
  - AudCom checklist for v17.3 and response from 2nd Vice Chair

NOTE--You are not required to like all the proposed changes, they are simply there as a discussion starters. An aperitif, if you will.

There are also links to a new and improved OM that includes the treasury items deleted from the WG P&P and a new, shorter notice time (10 days) for electronic meetings for WG subgroups. This is v17, presented in Berlin and a version with changes shown.

This will be discussed at the 802 Rules meeting, Sunday, July 12, 2015,
19:30-21:30 local time. Currently, it is scheduled to be in the Water's Edge Boardroom, but check the mobile schedule when you get there to be sure.

I will also ask for a motion to approve sending and updated WG P&P to AudCom for further review during the EC closing on Friday, July 17, 2015.

Enjoy!

James Gilb
