Thanks to Roger for finding that mistake, I have updated the page: http://www.ieee802.org/devdocs.shtml to remove the link to proposed v17 OM and replaced it with links to a new an improved 17.1 that: - Has the Proposed 13 March 2015, Last edited 17 June 2015 on the title page
 - Updated version number to 17.1, rather than 16
 - Comes with an awesome watermark that says "Proposed"
 - Is both a floor wax _and_ a dessert topping.

I think it's OK to post a "Proposed Operations Manual", but I think it
needs to be carefully labeled, inside the document, as an unapproved
draft. It should not carry an approval date, and it should not display
the same revision number as an approved version.

Can you confirm that my observations are factually correct? If so, is
the labeling intentional or just a result of a missed editorial correction?
