The correction is that the PAR is for a new standard.
That clears up  my confusion. There is even a slight chance I'll remember what you mean next time you use the term ;-)

There isn’t an existing IEEE 802.1 standard. There is a family of IEEE 802.1 standards including: IEEE 802.1D, IEEE 802.1Q, IEEE 802.1X, IEEE 802.1AB, … and IEEE 802.1BR. If I counted correctly, IEEE 802.1CM would become the 12th member of that family if the other two that are currently under development finish first.

Hi Pat,
Can you clarify what you mean by "base standard" as I find do  not find that term defined WRT to PARs except when talking about amendments to existing standards. 

Is this PAR for a revision of the existing 802.1, or is this PAR for a new standard?
